Project Description

Located in suburban Perth, Leederville Oval in an Australian Rules Football ground used for WAFL games.  Otium Director Dave Lanfear was engaged to prepare a detailed Master Plan for the facility.

The scope of the project included:

  • Community profiling and demographic analysis.
  • Comprehensive stakeholder consultation to establish needs.
  • An assessment of the social, economic (financial) and environmental implications of the development.
  • Preparation of recommendations related to a functional design brief and phased Master Plan.
  • Identification of capital cost plans, lifecycle cost plans and budgetary implications which includes depreciation, operating and opportunity costs.

A detailed Master Plan and business rationale for investment was explored across a number of agencies resulting in a thirty-year time horizon of short, medium and long-term development opportunities for the site which could be broken into potentially funded elements. The short term would address fundamental issues with the WAFL clubs and their faltering operational capability which is constrained by the poor quality of infrastructure, development of the women’s game and replacement of critically flawed infrastructure and access including poor connectivity and accessibility limitations.  The medium term looks at a potential stadia redevelopment with the longer-term integration with a range of mixed use and high-density residential development.
