Project Description

The redevelopment of the Darwin Waterfront Precinct will result in a world-class leisure and entertainment precinct which will become the new face of Darwin.

Otium was appointed to prepare a Preliminary Business Case to support the Darwin Waterfront Corporation with its engagement with the Commonwealth Government in order to progress the project to a Detailed Business Case phase.

The project incorporated:

  • Defining the Purpose, Project Goals and Objectives
  • Strategic Analysis
  • Service Need
  • Options Analysis
  • Risk Assessment
  • Legal and Regulatory Considerations
  • Economic Assessment
  • Market Sounding
  • Delivery Model Assessment
  • Management and Tenure Arrangements.

The project then progressed to the Detailed Business Case phase, to provide the Darwin Waterfront Corporation with an assessment of the investment benefits of the continued redevelopment of the Darwin Waterfront.

The overarching goal of this phase was “To build on the primary success of the Darwin Waterfront Precinct delivering strong liveability outcomes, increased tourism, a strong sense of community pride and a key driver of the Territory’s economic growth.”

The Preliminary Business Case provided high level evidence of the value of continued development, including consideration of the risks, delivery capability, design, cost and economic benefit
implications.

The Preliminary Business Case was used to inform the future redevelopment of a Detailed Business Case and the progression of the project into the detailed design phase.  Additionally, the Preliminary Business Case assisted DWC in advocating for co-funding contributions from Government and external parties to enable the Darwin Waterfront to continue its development.
