Project Description

The Queensland Government’s Activate Queensland Strategy 2019-2029 (AQ) contains four key objectives:
·         Activate Queenslanders
·         Activate Environments
·         Activate Collaborations
·         Activate Success.

Otium Planning Group were engaged by the Department of Housing and Public Works, Sport & Recreation, to review 10 government-owned sport and recreation venues against the objectives of AQ.  The venues were:
·         Toowoomba Sports Ground
·         Sports House Milton
·         Belmont Shooting Complex
·         Yeppoon Active Recreation Centre
·         Leslie Dam Active Recreation Centre
·         Magnetic Island Active Recreation Centre
·         Runaway Bay Sport Centre
·         Southern Outlook Youth Outdoor Activity Centre (Boonah)
·         Northern Outlook Youth Outdoor Activity Centre (Cairns)
·         Lake Perseverance Youth Outdoor Centre (Crows Nest).

Otium reviewed and analysed existing arrangements, identified future considerations and engaged with stakeholders to deliver project outcomes.

Venue operators were interviewed individually and combined workshops were facilitated to support the analysis.  As a critical policy framework for the state, Otium also engaged frequently with project decision-makers via a series of meetings and workshops.

Options for each centre were tested against a range of criteria to determine their strength in meeting the objectives of the review; AQ alignment; cost and HR efficiency; improved/ optimal usage; meeting demand; and reduced risk for Government.
